(03/30/12) MONSEY - A 59-year-old Monsey man is facing charges for allegedly sexually abusing a girl, starting when she was 12.
Dovid Kohn, who also uses the name Avraham Perl, faces 40 counts of criminal sexual acts.
The victim told police that Kohn abused her for three years with repeated sexual contact.
Kohn's bail has been set at $1 million. Ramapo police ask that any other victims please come forward.

Town of Ramapo Police arrested a Monsey man Friday on charges of sexual abuse.
The man, Dovid Kohn, 59, of Monsey, also know as Avraham Perl, is being charged with 40 counts of a criminal sex act in the second degree for engaging in sexual conduct with a person younger than 15 years old, a class D felony. Kohn is also facing one count of sexual conduct with a child in the first degree, a class B felony, police said.
According to police, a female victim went to them about Kohn on March 19. Following an investigation they found Kohn had abused the victim over several years when she was between the ages of 12 and 15.
Town Justice R. Shoenberger arraigned Kohn and set bail at $1 million. Kohn is currently incarcerated at Rockland County Jail.
Police are encouraging any other victims to contact the Ramapo Police Detective Bureau.

RAMAPO — A 59-year-old Monsey man has been charged with 40 counts accusing him of having oral sex with a girl when she was between the ages of 12 and 15, police said Friday.
Dovid Kohn, also known as Avraham Perl, is being held on $1 million cash bail in the county jail in New City on 40 counts of second-degree criminal sex act and first-degree sexual conduct against a child.
The girl is now in her mid-20s, Ramapo Detective Lt. Mark Emma said Friday.
The woman came forward March 19 to file a complaint against Kohn, who runs a video business in Monsey that covers events for businesses.
“This happened over three years when she was between 12 and 15,” Emma said. “I wouldn’t question the motive of any victim who decides to come forward.”
Emma said there is no statute of limitations on sex crimes. The sexual-conduct charge is applied when the alleged abuse lasts at least three months.
Authorities would not say how the suspect and the woman knew each other.
The reason for the high bail from Justice Rhoda Schoenberger was because he uses two names, police said. The judge set bail at $5 million bond or $1 million cash.
His legal name is Avraham Perl and he has lived in the Monsey community for 30 years, said his lawyer, Kenneth Gribetz. He is married with three adult children.
Gribetz said his client will plead not guilty and will provide the court with documentation showing his legal identity.
“We will review the facts and circumstances of the case when the police and District Attorney’s Office provide us with the details,” Gribetz said.
Emma said anyone with information can call the Ramapo Police Department at 845-357-2400 and ask for the detective bureau.

Dear Jews! It rents the heart that these articles had to be published in the non Jewish media. Believe me, this journalist is NOT an anti-Semite, she did a thorough job in researching this matter, and just like with a cancer, at times a limb has to be amputated, at great pain, to save the person’s life. OKLAHOMA CITY - Officials arrested an Oklahoma City Public Schools' employee for allegedly knowing about a child being sexually abused but not reporting it.

According to police reports, the girl called police and the Department of Human Services to report she had been sexually assaulted by Martha Espaillat's boyfriend at least four times.
Police say the girl told them Martha Espaillat, a bilingual specialist with Oklahoma City Public Schools, reportedly knew about the incidents, but did not report them.
The girl says the assaults happened on Christmas Day, New Years Day, and two other times. She says Espaillat told her she would talk to the man, but Espaillat ignored the accusations.
The girl also told police she's afraid her 6-year-old sister may also be a victim.
Oklahoma City public schools sent News 9 a statement on Monday saying the district is cooperating with police and conducting its own internal investigation.
Superintendent Karl Springer also says officials will take appropriate disciplinary action against the employee.
They did not tell us if Espaillat has direct contact with students.
No charges have been filed against the man involved at this point.

ETOWAH COUNTY - AL - Two people are being held at the Etowah County Detention Center this morning after being charged with sexual abuse.
Tracy Wilemon and Robert Hall are accused of sexually abusing a 14-year-old female at a home in Altoona. Wilemon is charged with one count of first degree sexual abuse and hindering prosecution. Hall faces first degree rape and sexual abuse.

(WKBW release) A 38-year-old Lockport man was arrested by New York State Police on Monday on two charges of first-degree sexual abuse and two counts of endangering the welfare of a child.
Robert J. Sawmiller was arraigned before City of Lockport Judge William J. Watson and remanded to the Niagara County Jail.
Authorities allege that Sawmiller had inappropriate sexual contact with a child under the age of 11, and that a second child was in the same room at the time of the alleged abuse.

NEW YORK (CBSNewYork) — The issue of child sexual abuse cuts across all ethnic and religious lines.
But some say in the Hasidic and Orthodox Jewish communities of Brooklyn, the problem is compounded by religious taboos that make reporting abusers to police very rare.
They say it is a secret and that children continue to suffer.
Mordechai Jungreis said he was victimized twice — once when his son was sexually abused by a member of the community and again when he was shunned trying to get him help.
“I told my wife right away this child is getting molested,” Jungreis told CBS 2′s Chris Wragge. “The perpetrator always  got support from the community.”
In the insular, tight-knit world of Hasidic and Orthodox Jews, problems are taken care of internally. In all matters, including sex abuse, a rabbi is consulted.
Jungreis said he called many rabbis, but none helped, even though he said they knew about the alleged abuser.
“They knew how dangerous this guy is,” he said. “They never did anything to get him off the street.”
What made matters so difficult is that Jewish law forbids informing on another Jew.
But two rabbis told Jungreis he could get around that by bringing the boy to a therapist, who would legally have to report the abuse.
But when that happened, Jungreis was blamed.
“You get revenge, hell, torture, ostracized — you name it. What a family and victim is going through if you are reporting a Jew,” Jungreis said.
Ben Hirsch, who runs Survivors For Justice, an advocacy group for sex abuse victims in the Orthodox community, said that scenario keeps many abusers protected.
“This is a mindset among very many parents of victims they know — that if they step forward to protect one of their children that the entire family is going to suffer serious consequences,” Hirsch told Wragge.
Hirsch said rabbis shouldn’t investigate sex crimes, but rather, the police should.  However, Agudath Israel, an Orthodox policy organization, said getting the rabbi’s OK makes it easier to report cases to authorities.
Hirsch said he doesn’t buy it.
“I know of many instances of coverup. I know of many instances where rabbis are stopping people from coming forward,” he said.
In Jungreis’ case, the alleged abuser admitted that as a child he had been molested and, Jungreis said, the cycle of abuse continued with his own son.
“Not only did he victimize him, he learned him how to be a perpetrator,” Jungreis said.
Assemblyman Dov Hikind has been a leader in bringing the problem out in the open.
“People’s lives have been destroyed and we don’t want the next generation to face the same thing that our generation has faced,” Hikind said.
Worst of all, Hirsh said, is the message from community leaders to its children.
“The children who are victims and are perceived to be collateral damage. Their focus is their power base, their focus is the community at large, the greater good, in their view,” Hirsh said.
Jungreis said, despite the cost, he is determined to help break the devastating cycle of abuse.
“You have a right to have a voice, you will have a voice. There’s no such thing as we cannot have a voice,” Jungreis said.
There have been 85 arrests in the community in recent years.
Thursday night, CBS 2 will take a look at why the Brooklyn district attorney is under fire for how some of those cases have been handled.

Man accused of raping girl, killing father to be sentenced
(03/28/12) WESTBURY - A Westbury man is expected to be sentenced today to 25 years to life behind bars for allegedly raping a little girl and killing her dad.
According to police, Ulises Bonilla raped the 10-year-old girl in a bathroom in a New Cassel park last year.
Police say Bonilla then stabbed the girl's father to death when he called police.
Bonilla lived a few doors from the family.
